The Ministry of Health is the sole body responsible for licensing every healthcare professional in Kuwait — no separate regional authorities to navigate.
Employer-Initiated
Kuwait licensing cannot begin without a confirmed job offer — your employer registers your case on the Medical Licensing System portal first.
BSc Required for Nurses
A minimum 4-year BSc Nursing programme is required — diploma-only nurses have very limited eligibility under current MOH standards.
Why Kuwait Is Different
Simpler structure, stricter standards
Kuwait operates a genuinely centralised system — one authority, one process, one license — a real contrast to the UAE’s four separate regulators. Kuwait adopted a modernised unified legal framework in 2025, covering licensing, renewal, transfers and practice regulations for both Kuwaiti and non-Kuwaiti professionals. The tradeoff for that simplicity is rigour: the Kuwait Prometric exam is widely considered more demanding than DHA or DOH exams, and from January 2026, specialists and consultants must also complete a structured oral interview with an MOH clinical panel after passing the written exam.

Education Documents
Degrees, transcripts and postgraduate certificates — BSc Nursing (4-year minimum) or equivalent for your profession.
Employment History
Complete history using MOH’s specific reference letter template — generic employer letters are routinely rejected.
Verification Documents
A Good Standing Certificate (issued within 6 months), your DataFlow receipt, criminal background check, vaccination records and passport copies.
The Licensing Process
From employer sponsorship to your MOH license

Secure Employer Sponsorship
A confirmed job offer is required first — your employer registers your case on the Medical Licensing System portal.

DataFlow Verification
Primary Source Verification of your credentials, typically taking 4–8 weeks depending on your issuing institutions.

MOH Eligibility Number
Once PSV clears, MOH issues an eligibility number — required before Prometric will accept your exam booking.

Prometric Exam
Booked with “Ministry of Health – Kuwait” as your sponsor — preparation calibrated for Kuwait’s higher difficulty level.
05
Clinical Interview (Specialists)
From January 2026, specialists and consultants complete a structured oral interview with an MOH clinical panel, available via video.
06
Document Verification & License
Final verification of attested original documents and medical checkup — your MOH license is issued shortly after.
