Four Authorities, Four Emirates

Which authority covers where you want to work

DHA — Dubai

Dubai Health Authority. Required for Dubai roles. DataFlow PSV and a Prometric exam are both standard parts of the process.

DOH — Abu Dhabi

Department of Health, Abu Dhabi (formerly HAAD). Covers Abu Dhabi, Al Ain and Al Dhafra. Same DataFlow + exam structure as DHA.

MOHAP — Northern Emirates

Ministry of Health and Prevention. Covers Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah — no longer includes Sharjah. DataFlow and exam requirements apply.

SHA — Sharjah

Sharjah Health Authority. Now independent from MOHAP, with its own portal (sha.shj.ae) and oversight of Sharjah Healthcare City (SHCC). Same DataFlow-based process, evaluated against SHA’s own standards.

Why This Matters

One licence does not cover the whole UAE

This is the single most common and costly mistake we see: assuming a licence from one authority carries over to another emirate. It doesn’t. A DHA licence lets you work in Dubai only; it says nothing about Abu Dhabi, Sharjah, or the Northern Emirates. Before you spend a single dirham on an application, the first question is simply: where, specifically, is the job? We confirm the right authority for your target role before starting anything, so you’re not paying for the wrong process twice.

UAE licensing — common questions

No — Sharjah now has its own independent authority, the Sharjah Health Authority (SHA), with its own portal at sha.shj.ae. MOHAP now covers only the Northern Emirates: Ajman, Umm Al Quwain, Ras Al Khaimah and Fujairah.
Possibly — if your facility is transitioning to SHA oversight, you may need an SHA Assessment Certificate to keep your licence active. We can check your specific situation.
No — a DHA licence only authorises you to work in Dubai. Abu Dhabi (DOH), the Northern Emirates (MOHAP) and Sharjah (SHA) each require their own separate licence.
DataFlow is the primary source verification process that confirms your qualifications directly with your university and past employers. It’s usually the slowest step, so we recommend starting it as early as possible.
Most professionals sit a computer-based exam through Prometric or Pearson VUE, though some applicants from certain countries may be exempt or face only an oral assessment — we confirm your specific requirement.
A dedicated healthcare free zone within Sharjah offering 100% foreign ownership. Practitioners inside SHCC still need a standard SHA professional licence — SHCC doesn’t have a separate licensing track of its own.
